Summary of the House Committee Version of the Bill

SB 261 -- MISSOURI SMALL EMPLOYER HEALTH REINSURANCE PROGRAM

SPONSOR:  Loudon (Yates)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Insurance Policy by a vote of 13 to 0.

This bill prohibits the Missouri Small Employer Health
Reinsurance Program from taking on any risk after October 1,
2005.  Assets and moneys in the program will be transferred to
the Missouri Health Insurance Pool to be used for the
administration and operation of the pool.

FISCAL NOTE:  No impact on state funds in FY 2006, FY 2007, and
FY 2008.

PROPONENTS:  Supporters say that the reinsurance program
currently has no persons reinsured through it.  It is costing
approximately $30,000 per year to operate this obsolete program.
The program needs to be terminated, and the funds moved to where
they can be used more effectively.

Testifying for the bill were Senator Loudon; Missouri High Risk
Pool; and Missouri Small Employer Reinsurance Program.

OPPONENTS:  There was no opposition voiced to the committee.
